The conference on 3 July is co-organised by the Commission for the Environment, Climate Change and Energy (ENVE) of the Committee of the Regions of the EU (CoR), and the Estonian Presidency of the Council.

The conference aims to discuss local and regional policy recommendations on the European Commission proposal contained in the 2016 Winter Package on the Energy Union, which is being discussed by the Council work parties and the European Parliament Committee on Industry, Research and Energy (ITRE) during the Estonian Presidency.

The CoR has scheduled the adoption of its opinions for its plenary session in Brussels on 12-13 July 2017, after the conference. The CoR's policy recommendations relating to EU sustainable energy policy and the electricity market are up for discussion in a broader perspective, which seeks to link them with other, closely related policy areas, focusing on EU energy infrastructure policy.
