The official programme will start with the Eurogroup meeting on the morning of Friday 15 September, followed by separate working lunches for ministers and Central Bank governors. Working sessions will take place on Friday afternoon (usual composition) and Saturday morning (ministers only).

A number of important issues will be discussed at the informal meeting, such as the deepening of the economic and monetary union, developing the capital markets union, as well as tax and customs matters

Based on the European Commission’s reflection papers, ministers will discuss the interlinkages of the different aspects of developing the functioning of the economic and monetary union, and the framework of EU finances.

  • Deepening of the EMU: Interaction of rules and institutions 

The ministers, together with the central bank governors, will continue discussing questions with regards to deepening the economic and monetary union from the viewpoint of the fiscal and economic policy framework.

  • Capital Markets Union: Technological innovation and financial regulation

Ministers and central bank governors will discuss the implications of intensified technological innovations for the functioning, development, and stability of banking and capital markets. The focus will be on the repercussions of these developments on the regulatory landscape.

  • Corporate taxation challenges of the digital economy 

Ministers will discuss how to modernise the corporate income tax rules in a way that would take into account the new business models that use digital technology.

  • Cost efficiency and the sustainability of customs IT systems

Ministers will discuss the governance reform of the Customs Union, specifically considering a customs IT infrastructure that would assure a sustainable and cost efficient electronic system that is worthy of the digital single market.
